Dear Reentry Partners,

Greetings from Annapolis!

There are a couple things that I wanted to share regarding reentry efforts in Annapolis.  In addition to the reentry bills, we hope you will lend your support and join us for our annual Homelessness & Reentry Lobby Day in Annapolis on Thursday February 28th. The daylong event will feature a march to the Capitol, rally on Lawyers' Mall, visits with legislators, informative workshops, as well as lunch for anyone who RSVPs.  Please see the attached flyer for additional details.  We need your help to make this day a success!  Please let me know if you can assist in turning out individuals for this event.  Transportation and lunch will be provided to those who RSVP.

2. HB 1006 / SB 701 - Criminal Records - Shielding - Nonviolent Misdemeanor Convictions:  
We now have bill numbers and hearing dates for the shielding legislation!  House Bill 1006 has been scheduled for a hearing on Thursday Feb 28th - the same day as our Lobby Day!  We are working to ensure the senate bill, SB 701, is heard the same day as well.  The proposed legislation would allow persons with certain nonviolent misdemeanor convictions to petition the court to have their record shielded from public view after a 3-year waiting period.  Law enforcement, courts and employers with a statutory requirement to inquire into a prospective employee's criminal background will maintain full access to shielded records.  Any subsequent convictions would reset the clock, rendering the initial conviction ineligible for shielding until the subsequent conviction becomes eligible.  If passed, this would be a huge step for restricting public access to conviction history in Maryland. 28 other states have implemented some sort of policy to mitigate the collateral consequences faces by formerly convicted persons (See attached chart).   It is important that we pack the hearing rooms to send a message to committee members that 2013 is the year to enact bold policy change regarding public access to prior conviction history and employers/landlords using it against applicants.  Please let me know if you are interested in providing oral and/or written testimony.  

3. SB 4 - Fair Hiring Practices - Ban the Box:  Ban the Box is in trouble.  As you all know, SB 4 has successfully cleared the Senate chamber and is awaiting a hearing date in the House Appropriations Committee.  While we are thrilled, passage out of the House is FAR from sure. Given that Maryland has removed the arrest/conviction question from the application for nonsensitive positions, those positions that do not require an initial background check, we want to ensure that Maryland continues this practice by making it law.  Since a house hearing has yet to be scheduled, it is important that we reach out to House Appropriation committee members now via phone and/or email to urge their support of fair hiring practices in Maryland by returning a favorable vote for SB 4!  Contact information for House Appropriations committee members is attached.  The highlighted members are key committee members who especially need to hear from you.  Please take a moment to send an email or phone call to urge their support.  It goes a long way.
