Melvin, I agree with Tac. There's an upfront cost associated with a move to Wordpress. However, the overall cost shouldn't be overwhelming because it appears most of the content is static. The biggest advantage to bite the bullet is to leverage the strength of the Wordpress community. The wordpress codebase is constantly updated (for features, bug fixes, and security updates). There are countless folks who publish how-to guides that are a Google away. Wordpress is extendable with community developed modules and themes. And if you need any functional updates down the road, there are tons of developers familiar with Wordpress.

I find your comment about an overzelous developer trying to make some cash to be completely inappropriate (and wildly inaccurate). 

I used to develop small php-driven sites for non-profits, exactly like this.  I converted them all to Wordpress, specifically so that they didn't need to contact me when they wanted to make modifications.

I stand by my advice (and seriously have no interest in being the one to do it).

You might be better off finding a Wordpress theme and re-creating the site in Wordpress.  Then it'd be fairly easy to update the site, or find people who can.  You can even do that without interacting with the old developers.  And frankly, you don't want to be tied to new developers either.

There's no reason that a site like yours should be custom-built, it's an ideal candidate for Wordpress.
