Even without looking at the code (which we cannot do without access to the server) I'd have to agree with Chris. It doesn't appear to be a CMS with easy (user friendly) to edit and update pages. I'm sure someone in the area could do some consultation work to determine exactly what you need. Feel free to contact me off-list if you'd like to schedule a consultation visit.
