The Technology Project Manager leads a team of interdisciplinary staff in the development of websites, Web-based applications and systems, mobile apps, and other technology-focused projects. This individual manages all aspects of the software development life cycle to ensure that work is performed within the scope of the contract and in compliance with contract documents. Responsibilities include developing and maintaining project plans, monitoring the quality and timeliness of all deliverables, assigning staff resources, and ensuring adherence to project budgets.
The Technology Project Manager also may perform project assignments to resolve complex or unusual technical problems and will use knowledge of business analysis and systems to guide the team. This position operates independently and reports on a regular basis to a program manager or higher regarding project progress. Administrative and technical difficulties are reported immediately to the appropriate senior personnel. Responsibilities are carried out within the framework of company policies, procedures, and practices. Ongoing interaction with client representatives is required.
Responsibilities
- Develops a work plan to fulfill contractual requirements on the assigned project. Formulates a milestone schedule or other documented plan. Meets frequently with staff to review work performed and anticipated activities.
- Provides day-to-day leadership of the project group. Assigns work, and monitors performance to optimize schedules, budgets, and quality.
- Assumes financial responsibility for the project. Maintains the project budget, schedules, and staff levels to ensure adherence to contract requirements. Identifies any issues that may affect project performance.
- Maintains frequent contact with client representatives to identify and respond to client requests; informs senior management of potential sources of difficulty.
- Prepares and presents status reports for management and client review.
- Performs quality assurance reviews, and ensures technical accuracy and adequacy of project deliverables.
- Ensures adequate staffing; counsels staff on quality and quantity of work performed; provides technical guidance and support; prepares and conducts performance evaluations; interprets company policies and procedures for staff; and ensures that company policies, procedures, and practices are followed.
- Contributes key technical expertise on project assignments.
- Engages in new business development, and seeks new business opportunities in technical areas of expertise. Analyzes requests for proposals, and participates in preparing proposals for new business.
- Maintains state-of-the-art knowledge regarding professional skill areas, and applies expertise in solving technical problems.
- Works well with others, and handles day-to-day situations with an acceptable, reasonable approach.
- Performs other duties as assigned.
Required Qualifications
- S. or B.A in computer science/information systems or related field of study, plus at least 5 years of relevant experience and at least 1 year of project management experience; advanced degree and Project Management Professional certification highly desired
- Previous experience in Government contracting environment, including technical program planning and implementation, contract interpretation and administration, and budget development; experience in administration of Government projects a plus
- Ability to work independently of any direct supervision
- Superior written and verbal communication skills, attention to detail, and ability to proofread and perform quality control of others' work; background in technical communication helpful
- Knowledge of software development life cycle, best practices in business analysis, and Capability Maturity Model Integration (CMMI) or other process models
- Ability to identify and resolve problems in a team environment using advanced critical thinking skills
- Strong skills in organization, initiative, and follow-through; flexibility and responsiveness to changing requirements and conditions
- Advanced knowledge of at least two of the following: Web analytics software (e.g., Webtrends, Google Analytics), search engine optimization techniques, mobile applications, content management systems, and social marketing and media
- Knowledge of user experience design, information architecture, usability, visual/graphic design, programming and development, technical infrastructure, and related technologies and disciplines a plus
