So this is somewhat old news, the change came back in 2015. But it's new to me so I wanted to share (given it has direct relation on the conferences I run).
-- Looks like the Government changed their rules on attendees going to conferences. You don't have to go through the onerous process of sending it up for approval all the way up the chain to the Office of Personnel Management anymore.
