I would add one stripe above DC PHP then switch the font so that it connects the letters into a thick stripe at the bottom of the word itself. This is all to add further resemblance to the District Flag. Consider if there is a way to use some of the angles in the Capitol Dome's outline to sneak in some opposing curly braces that align with the Dome's shape. You can probably sneak in some parens or some square brackets as well elsewhere in the logo if it isn't too obtrusive. You could just give the Dome a thick inner outline with some interruptions (so it works the way a dashed line works in an outline) as a way to get at the syntax more subtly.
