Starting from essentially a green field should to some extent make the process a bit easier, but in my experience team size is not a determining factor of how well a rewrite goes in the end.

Big red flags here are the fact that "management" wants it done in a particular timeframe, which means people who have no f***ing clue how to write code have set deadlines. Also known as a "recipe for failure." That, and the fact that they want someone who has done a CF -> PHP rewrite on this scale in the last three years, that's a needle in a haystack.
